The Department of Homeland Security Headquarters, Office of Intelligence and Analysis, is searching for a Chief Data and Artificial Intelligence Officer (CDAO), according to a job posting on USAJobs.gov.

The Chief Data and Artificial Intelligence Officer manages, directs, plans, and coordinates the activities of the Division of Data, Analytics, and Information Sharing (DAIS) to identify Federal data requirements and develop strategies to counter evolving threats in a rapidly changing global environment. The CDAO position is located within the DHS Office of Intelligence and Analysis (I&A), Office of the Deputy Under Secretary for Analysis. I&A specializes in sharing unique intelligence and analysis with operators and decision-makers to identify and mitigate threats to the homeland.

According to the posting, duties for the Chief Data and AI Officer include:

  • Serves as the principal advisor to the Director, Technology and Data Services/I&A Chief Information Officer for I&A’s data management program and artificial intelligence adoption and operation within established guidelines. Responsible for performing and supervising work across the DHS intelligence enterprise to address the Department’s most complex and consequential information and data challenges.
  • Performs a central organizing function in defining and shaping a data culture that makes required data discoverable, accessible, and valuable for supporting the I&A intelligence mission. Champions a data and evidence-based intelligence analysis culture by leading the data-related roles and responsibilities, promoting employee development in data access and analysis, and establishing and executing an I&A Data Strategy that aligns with Federal, DHS, and Intelligence Community (IC) strategies.
  • Oversees data and information sharing governance by facilitating the Data Access Review Council (DARC) or coordinating with other bodies across DHS, as applicable, to ensure appropriate oversight controls are implemented in the DHS Centralized Information Sharing Environment (CISE).
  • Oversees executive secretariat functions for the DHS Information Sharing and Safeguarding Governance Board (ISSGB) to support the I&A Under Secretary in carrying out applicable responsibilities delegated by the Secretary.
  • Manages the delivery of DHS data sets into CISE that are prioritized to enhance analytical processes that meet mission requirements. Ensures that CISE aligns technically with the Intelligence Community Information Technology Environment efforts.
  • Analyzes, evaluates, and verifies information-sharing agreements and provides options for sharing with internal and external U.S. Government partners. Negotiates with interagency partners to acquire new data sets required to advance DHS IE mission success by leveraging DHS data as a strategic asset.
  • Manages and automates appropriate oversight controls of data accessed, stored, or analyzed by technology applications to ensure appropriate use and sharing of data. Identifies and evaluates new technology solutions for improving data collection and use.
  • Leads modernization of technical infrastructure to support data management and analytics and to enhance data value at an appropriate cost.
  • Leads and integrates data lifecycle management activities and data quality measures for all intelligence-related data held by I&A.
