The Office of the Secretary of Defense is searching for a Senior Advisor, Program and Budget Data Management and Analytics, according to a job posting on USAJobs.gov.
The Senior Advisor, Program and Budget Data Management and Analytics serves as the lead for program, budget, and execution analysis and analytical efforts, supporting business transformation, to include facilitation of budgetary innovation, standardization, and simplification. The incumbent implements change in concert with requirements and input received from clients and mission partners, to include management teams, and the Military Department and Defense Agency budget and execution offices.
According to the posting, duties for the Senior Advisor include:
- Working in partnership with the Program and Budget Directorate, the incumbent leads Enterprise Financial Transformation’s strategic development of data tools and displays to enable the improvement of actionable, fiscally responsible advice to DoD officials on the justification of budget estimates to the Congress and the efficient execution of resources across the corporate Defense. These displays will inform senior DoD officials through joint forums, such as the Defense Management Action Group.
- Demonstrates the ability to analyze and understand complex budget and financial management issues and manage complex financial system reporting requirements to ensure the budgetary and financial systems’ reporting supports the Department’s mission, program, and national security objectives.
- Coordinates Office of the Under Secretary of Defense (Comptroller) efforts with the Program and Budget Directorate and the financial offices of the Military Departments and Defense Agencies to ensure that analytical initiatives utilize consistent program and budget data sources, methodologies, and definitions, resulting in outputs that are interoperable, innovative, and auditable.
- Steers the development of execution displays and metric assessments in support of the DoD Strategic Management Plan objective to optimize budget to execution by reducing outdated regulations and policies, ensuring program and budget data integrity, increasing automation, and streamlining system capabilities.
- Orchestrates efforts to foster a Financial Management community of practice for budget and execution data analytics through the cultivation of forums, tools, and experiences that promote information sharing, networking, mentoring, and collaboration across the workforce.
- Utilizes extensive knowledge of the Planning, Programming, Budgeting and Execution process and expert knowledge of the laws, policies, and practices for multiple appropriation types to optimize the use of near-real time execution data in support of end-to-end funds visibility using enterprise information technology solutions.
