The Library of Congress is searching for a Data Scientist, according to a job posting on USAJobs.gov.
This position is located in the Financial Management Directorate (FMD) in the Library Collections and Services Group (LCSG) and reports to the Director, FMD. The Data Scientist provides high-level technical expertise to accomplish analysis of data, development of methodological approaches, study design, and advanced written, verbal, and visual communications of study/analysis output.
Analyses generally support the Enterprise Planning and Management (EPM) initiative to help drive improved planning and management business decisions for the Library of Congress (Library) through advanced data science methods including, but not limited to, anomaly detection, regression or association analysis, record linkage, business analytics, data visualization, predictive analytics (including forecasting), and/or statistical analysis.
According to the posting, duties for the Data Scientist include:
- Leads or consults with cross-functional teams of professionals skilled in policy analysis, financial management, information technology, and project management disciplines to develop data-informed solutions that address Library program and business challenges.
- The position requires a highly analytical mindset with an aptitude for analysis, math and statistics, critical thinking and problem-solving, as well as strong interpersonal communications skills, ability to conduct outreach to stakeholders, and work collaboratively. The position must also be able to generate results from data-driven analyses to produce recommendations to agency management.
- Determines and consults with relevant stakeholders and potential sources to identify the appropriate data, methodological approach, and design.
- Independently analyzes data, applying and explaining the statistical and mathematical principles used. Is familiar with methods of exploratory data analysis, selecting appropriate models and identifying when data is insufficient to reach conclusions.
- Conducts observational analyses using software and/or programming languages to explore/group data, test hypotheses, predict outcomes, and inform decisions.
- Works with large datasets and numerous confounding and incongruent variables. Derives meaning from data (i.e. datasets that may be large, disparate, unstructured, and/or complex), including structured, loosely structured, and unstructured data).
- Independently synthesizes findings and turns them into actionable insights. Is responsive to a variety of stakeholders and team members with varying technical skills.
- Selects qualitative and/or quantitative methodologies appropriate to the subject under examination. Provides recommendations to the Director, FMD on program initiatives and issues under examination.
- Translates the results of analysis into clear, actionable communications that equip Library decision makers to make informed, data-driven decisions. Translates complex concepts, findings, and limitations into concise, plain language. Presents the results of quantitative analyses to non-technical audiences.
- Conducts or participates in complex management studies and reviews—particularly those with wide or significant effect upon agency’s organizational structure, policy, processes, operations, fiscal control and economy and those where the boundaries of the studies may be broad.
