Immigration and Customs Enforcement

Carin Quiroga is the Chief Data Officer (CDO) at Immigration and Customs Enforcement (ICE) within the U.S. Department of Homeland Security, a role she has held since 2021. She has led efforts to create an ICE IT Data Modernization (ITDM) Roadmap to align existing programs and identify resources needed to evolve ICE into a data-driven organization. Under Carin’s leadership, the Data Bodega was created to ensure that ICE’s data is known, accessible, and reliable to ICE and its partners. She also launched the Data Empowerment Program to build data literacy at ICE.

Before joining ICE in 2020, Quiroga spent 14 years at Customs and Border Protection (CBP), where she held various roles including Integration Lab Manager, Program Manager for CBP’s primary financial system, and finally Director for the Web, Communications, and Research (WCR) Division. She held several private-sector IT engineering and analyst jobs supporting federal agencies at Bart and Associates, Apogen Technologies, and Spirent Communications.

In 2023, the Government Technology & Services Coalition (GTSC) honored Quiroga as the Homeland Security Today’s Most Valuable Player – Data Advancement.
