Kathleen McGuire Named New CDO at Railroad Retirement Board

Kathleen McGuire has been named the new Chief Data Officer (CDO) at the Railroad Retirement Board (RRB), assuming the leadership position from Michael Dwyer. The open job position was posted in May 2023.

Working within the RRB’s Bureau of Information Services, Data Integrity and Governance, the CDO serves as the principal advisor to the OCIO on all matters involving the RRB’s data science program and provides authoritative advice on how to best operationalize data.

McGuire previously worked for U.S. Customs and Border Protection as the Director, US Border Patrol, Strategic Planning and Analysis Directorate. Before that, she served as the CDO at the Federal Emergency Management Agency for more than 2 years.  McGuire was Associate Director at the Department of Commerce and was a Supervisor in charges of various directorates and divisions within the Department of Defense for more than a decade.
