The U.S. Department of Labor (DOL) Enterprise Data Strategy outlines a comprehensive approach to enhance data management and utilization across the department. The strategy is built on four guiding principles, known as the FAIR principles, which aim to make data Findable, Accessible, Interoperable, and Reusable. These principles serve as a foundation for five strategic goals:

  1. Data Open by Default: Data should be transparent and open, with comprehensive inventories accessible to the public, barring privacy and security constraints.
  2. Data Comprehensibility: Data should be well-documented and understandable, with clear descriptions of design, structure, and provenance.
  3. Data Fit for Purpose: Data should be clear in content, format, and use, eliminating ambiguity and ensuring quality and coverage.
  4. Data Availability: Data should be provided in consistent and predictable ways, supporting integration into various systems and services.
  5. Data as an Enterprise Asset: Data should be managed to support a wide range of use cases and maximize reuse within the DOL.

To operationalize this strategy, the DOL plans to focus on organizational and cultural change, strengthening governance, developing data talent, improving data documentation, modernizing data infrastructure, and expanding analytical capabilities. This includes formalizing data roles, enhancing data quality standards, integrating data management into existing systems, and fostering a productive environment for data science. The strategy emphasizes the importance of data in informing policy, planning, and program administration, and aims to make DOL data operations more sophisticated and valuable for internal and external stakeholders.
