“Innovation in Evidence-Building: Evolving Program Data Management Practices within the Dept. of Commerce” is a report from the Metrics Working Group (MWG) of the Commerce Data Governance Board (CDGB) within the Department of Commerce (DOC). ​

The MWG aims to improve program data management and evaluation practices within DOC bureaus administering the following above-base programs: American Rescue Plan (ARP), Inflation Reduction Act (IRA), and Bipartisan Infrastructure Law (BIL, Infrastructure Investment and Jobs Act (IIJA)) and the Coronavirus Aid, Relief, and Economic Securities Act (CARES). ​

​The main goals of the document are to promote place-based initiatives, provide definitions and recommendations for implementing them, and emphasize the importance of collecting high-quality geographic data for evaluating applicants and allocating resources effectively. The main recommendations of the MWG include studying and leveraging innovative approaches to data linkage and evaluation, collecting specific information about participants and place of service, enabling secure data sharing across the DOC, utilizing existing resources for evidence-building and evaluation, and dedicating resources to advance program data management and evaluation practices. ​
