Executive Order (EO) 13960: Promoting the Use of Trustworthy Artificial Intelligence in the Federal Government, was issued by President Trump on Dec. 3, 2020. It outlines policies and principles for federal agencies to follow when designing, developing, acquiring, and using AI technologies. The Order emphasizes the importance of AI in improving government operations and services, ensuring safety and efficiency, and fostering innovation while protecting civil liberties and privacy.

EO 13960 states that AI use must be lawful, respectful of values, purposeful, performance-driven, accurate, reliable, effective, safe, secure, resilient, understandable, responsible, traceable, regularly monitored, transparent, and accountable. It requires Federal agencies to inventory their AI use cases, monitor AI applications against these principles, and report inconsistencies. The Office of Management and Budget (OMB) will issue policy guidance to support AI use in government. This inventory requirement applies to non-classified and non-sensitive AI use cases, excluding defense or national security systems, and aims to enhance decision-making and provide public benefits. Agencies also must specify the official to oversee and ensure the Responsible of AI.
