The Office of Management and Budget (OMB) issued Memorandum M-25-05 in the final days of the Biden Administration, titled, “Phase 2 Implementation of the Foundations for Evidence-Based Policymaking Act of 2018: Open Government Data Access and Management Guidance.”
OMB M-25-05 provides guidance on data management and dissemination under the Evidence Act. OMB’s goal is to facilitate data access for evidence-building, foster innovation, inform research, and promote government transparency and accountability. This Memorandum rescinds and replaces OMB Memorandum M-13-13, Open Data Policy – Managing Information as an Asset. Agencies should apply this guidance consistent with applicable laws and existing OMB guidance, including OMB Circular No. A-130.
