OMB Memorandum M-25-06 re-establishes the Federal Chief Data Officer (CDO) Council, emphasizing its role in enhancing data management, use, protection, dissemination, and generation within government operations and decision-making. The CDO Council is tasked with several key functions, including establishing best practices for data use and protection, promoting data sharing agreements between agencies, improving the production of evidence for policymaking, engaging with public and private users of government data to enhance access, and evaluating new technology solutions for data collection and use.
The membership of the new CDO Council will continue to comprise all agency CDOs, the Administrator of the Office of Electronic Government, the Administrator of the Office of Information and Regulatory Affairs, and an Ex Officio Member representing Chief Information Officers and Evaluation Officers.
The CDO Council will coordinate with other interagency councils, such as the Chief Information Officers Council and the Evaluation Officer Council, to ensure complementary and efficient activities. An implementation plan, including revisions to the June 2020 charter, will be submitted by the CDO Council’s Executive Committee to the Director of OMB, building on lessons learned from the initial implementation.
