Charles Worthington

Charles Worthington is the Chief AI Officer and Chief Technology Officer at the Department of Veterans Affairs. Worthington he guides the agency’s technology strategy and leads a team of technical experts who use modern technology best practices improve VA’s services. He leads efforts to improve the experience Veterans have when interacting with VA online, to streamline benefits processing, to increase health data interoperability, to modernize VA’s data analysis capabilities, and to help OIT adopt modern engineering best practices.

Before joining the VA in 2017, Worthington helped build the United States Digital Service, a team of world-class developers, designers and product experts working in government with the goal of transforming the government’s most important services. He co-authored the Digital Services Playbook, led the recruiting effort for 150+ software engineers, designers and managers from top technology companies, and executed digital service engagements at USCIS, SBA, DOT, and Interior. Worthington previously served as a Senior Advisor to the U.S. Chief Technology Officer at the White House Office of Science and Technology Policy, where he helped lay the groundwork for the creation of the U.S. Digital Service. He was also a Presidential Innovation Fellow at the Department of Energy.

Worthington started his career in the private sector. He is the creator of Preamp.fm, and was responsible for all aspects of its design and development. Worthington is also the founder of Gray Duck Labs, where he helped develop unique ideas into successful web and mobile products. Prior he was a manager at Altman Vilandrie & Co., a boutique management consulting firm, where advised Fortune 500 telecom/tech clients on adapting to disruptive web and mobile technologies.

Worthington received his B.A. in Social Studies from Harvard University.
