Ivo Djoubrailov serves as the Chief Data Officer (CDO) for the U.S. Department of Housing and Urban Development (HUD), where he leads data strategy to deliver value across the Department.

Djoubrailov was reappointed as HUD’s CDO in June 2025, having previously served in the role briefly when he joined the Department in 2020. His other leadership roles at HUD include Chief Digital Services Officer (and Responsible AI Official) and Deputy Chief Technology Officer.

Prior to joining the federal government, Djoubrailov was the founder and principal of Perun Business Group, a successful analytics company focused on delivering enterprise solutions ranging from mainframe and legacy modernizations to deploying innovative enterprise analytics platforms and data lakes. He also previously was a technical advisor at MicroStrategy, where he was an expert in data modeling, schema design, data architect, cluster optimization, and stress testing.

Djoubrailov earned a Master of Science in Applied Analytics from Columbia University and a Bachelor of Science in Business Information Technology from Virginia Tech.
