Rachel Maxwell
Rachel Maxwell is the Chief Data Officer (CDO) and Chief of the Data & Artificial Intelligence Office at the Defense Threat Reduction Agency within the Department of Defense.
Maxwell previously served as Chief of DTRA’s Knowledge, Data, and Digital Services Department (IT-KT), which is responsible for ensuring DTRA data is accessible, reliable, and secure, and maintaining the Joint Operation’s Center’s (JOC) Information System. In this role, Maxwell oversaw the Data and Analytics Action Plan; data management; and BI dashboards and visualization tools. She also served as an IT Program Manager.
Before joining DTRA in 2017, she supported various military and IC programs as a private sector contractor. She was a Chemical and Biological (CB) Program Manager / Team Lead for Applied Research Associates, Inc. (ARA), and prior was a Senior Strategic WMD Intelligence Analyst / Planner for RDR, Inc. She was a Physical Scientist and Intelligence Analyst at the National Ground Intelligence Center.
Maxwell earned her Bachelor of Science in Biology from Washington College and a Master of Science from University of Virginia. She completed a Certification in AI Management from Georgetown University and a Chief Data Officer Certificate from National Defense University.
