Deputy Chief Data and AI Officer

Paula Osborn is the Deputy Chief Data and AI Officer (CDAIO) for the U.S. Department of State.  She focuses on driving innovation through advanced analytics, ensuring operational excellence, and aligning strategic data initiatives with the Department of State’s goals.

Osborn previously served as the Bureau CDO for the Bureau of International Organization Affairs, which collaborates with United Nations and International Organization colleagues to create a peaceful, secure, sustainable, and equitable world. She oversaw the development and implementation of data strategies to support international relations and policy-making. She led efforts in data governance, analytics, and the utilization of data to inform and enhance diplomatic initiatives.

Osborn’s previous roles at the State Department include Data Scientist in the Office of the Deputy CDO, Data Scientist in the Office of Knowledge Management, and an Economic Officer at the U.S. Embassy in Kyiv, Ukraine. Before joining the State Department, she worked as a Graduate Instructor and Research Assistant at the University of Michigan.
