Cynthia Clinton-Brown

Cynthia Clinton-Brown is the Acting Chief Data Officer for the Office of Personnel Management (OPM).

Clinton-Brown is a proven senior Information Technology (IT) leader with over 25 years of experience developing, supporting, executing and delivering strategic enterprise Information Technology (IT) capabilities within the Department of Homeland Security (DHS), Department of Defense (DOD), and the private sector. She has expertise in IT management, systems engineering, project management, independent verification and validation, and Section 508 program management.

Prior to joining OPM in as the Deputy CDO in 2023, Clinton-Brown served as Executive Director or the DHS Office of Accessible Systems & Technology (OAST) within the DHS OCIO, where she was responsible for Section 508 compliance across the Department. Before joining DHS OAST, was the Section 508 Coordinator for U.S. Citizenship and Immigration Services (USCIS). While at USCIS, she led accessibility education, evaluated enterprise IT systems for accessibility, and integrated Section 508 initiatives across the Component. She previously served DHS OAST as the Program Manager of the Interagency Trusted Tester Program and as the director of OAST’s Services Division, where she was responsible for the DHS Accessibility Helpdesk, Section 508 compliance assessments, assistive technology technical support, and life cycle management of the Accessibility Compliance Management System.

Clinton-Brown earned a Bachelor of Science degree in mathematics from South Carolina State University and a Master of Information Management. She is a certified PMI Project Management Professional (PMP) and completed the Chief Data Officer Certificate Program at George Mason University.
