Kathleen McGuire

Kathleen McGuire is the Chief Data Officer (CDO) at the Railroad Retirement Board (RRB).  She assumed the leadership position from Michael Dwyer in September 2022.

The RRB CDO works within the agency’s Bureau of Information Services, Data Integrity and Governance, according to a job posting for the role in May 2023. The CDO serves as the principal advisor to the OCIO on all matters involving the RRB’s data science program and provides authoritative advice on how to best operationalize data.

McGuire previously worked for U.S. Customs and Border Protection as the Director, US Border Patrol, Strategic Planning and Analysis Directorate. Before that, she served as the CDO at the Federal Emergency Management Agency for more than 2 years.  McGuire was Associate Director at the Department of Commerce and was a Supervisor in charges of various directorates and divisions within the Department of Defense for more than a decade.

She earned her Ph.D. in Computer Science at The George Washington University and her Master of Science in Computer Science at Florida Institute of Technology.
